Answers:    it is.
partly because their brain is not finished growing.
one of the last parts to grow is the frontal cortex that moderates behavior.
there is likely an evolutionary power to this.
you don't want a baby, or child, to look at everything, and worry more or less danger, and not do anything.
a major bit of learning is trying stuff, and finding out that it doesn't work.
there are, sometimes, cynical consequences.
as with drugs.
but apparently the overall effect is advantageous.
if it were not, afterwards natural selection would own picked a different branch to promote.
